Code for America is looking for a talented Senior Program Director, Network to lead our distributed network of volunteers and Network Team staff in implementing the ReVisioning strategy that we launched in late 2021. About the Role: 

As the Senior Program Director, Network, you will lead a team that supports, elevates, connects and grows a Network of 10,000 active volunteers and more than 60+ local brigade chapters. You will have overall responsibility for bringing the new vision we set for the Network to life, alongside an extraordinary team, and setting financial sustainability for the Network portfolio. You will ensure that the conditions and infrastructure supports the new vision and enables the work to scale,  maximizing the collective impact of the Network and building an inclusive community.  You will manage budgets, represent the Network and Code for America with funders and other key external stakeholders, and set direction for national conversations about how to best drive the civic technology ecosystem into the next decade with the partnership and leadership of our national Network.

You will directly manage 2 – 4 team members, and oversee a distributed team of 8 – 12 staff. This role reports to Code for America’s Vice President, Programs with a dotted line of visibility to the CEO for the first year. As a Senior Program Director, you hold a leadership role within the organization and will collaborate often with Senior Program Directors as well leadership in the Product-Tech, Marketing/Communications, Finance, Development, and People/Equity/Operations departments. This role is remote.


Oversee Implementation of Revisioning, the new vision for Code for America’s Network (40%)

  • Be a network visionary in a way that consistently brings the voice of the Network to Code for America with a clear perspective on how to implement the new vision for the Network and leverage people power to achieve Code for America’s mission and vision. The new vision for the Network has three strategic pillars:
    • Organize. We unite coders, designers, product managers, user researchers, data scientists – and anyone who believes in the power of technology as a lever for social change – to build community and create a force for tackling some of the most pressing societal challenges. This is done through Brigades chapters and National Action Teams.
    • Deliver impact through partnership. We partner with local and national organizations and community groups to identify needs of underserved communities and provide technology support by using our practices of human-centered design, user research and data-driven decision making. This is done through our Brigade chapters and National Action Teams.
    • Progress through practice. We practice and model new methods of community participation and accessibility with the help of technology. We develop and nurture communities of practice, spearhead new strategies to center lived experience, and develop democratic processes to enable the diversity, inclusivity and equity principles our mission mandates. This is done through Communities of Practice and all of our Network processes.
  • Lead efforts of National Action Teams, including identifying issues and partnerships where the Network can have outsized impact at a national scale, develop and nurture partnerships annually, and drive implementation that meets our Network program goals and strategies.
  • Develop and lead Communities of Practice, in partnership with the Network and program and product staff, by helping to articulate and refine the Code for America practices, tactics, and resources that can be applied to a variety of community needs and opportunities.
  • Collaborate with Product/Tech leadership to identify and meet the needs for technical and creative support of the Brigades, National Action Teams and Communities of Practice.
  • Coach and support the Brigade Program Director in (1)  driving impeccable execution in the delivery of Brigade Congress, National Day of Civic Hacking and other network events, (2) ensuring accountability towards the Network standards including implementation of the Code of Conduct, Brigade Memorandums of Understanding and financial support systems, and (3) engaging and empowering community members towards concrete and ambitious goals such that the sum of the network is greater than each individual chapter.
  • Lead effort to set annual and quarterly goals in line with new strategy, track impact and drive evaluation and reviews of progress towards goals.

Fundraising & sustainability (25%)

  • Build, maintain and grow funder and partnership relationships that help to scale the impact of the Code for America’s Network
  • Work closely with the Development Team to secure philanthropic funding, share findings with funders and build the financial sustainability of the program, with an eye towards sustainability starting in FY 2023
  • Prepare and manage Network budget.

Coaching / People Management of Team (20%)

  • Manage, coach and grow a team of program staff
  • Provided dotted-line management to cross-functional staff supporting program priorities

Thought leadership (15%)

  • Lead the development of compelling narratives, content and case studies such that the Network as a whole is motivated and supported to take deeper and deeper action and the insights from one benefit all.
  • Bring and drive perspective on how the Network and Code for America’s practices can inform the civic tech ecosystem and shape the role that technology plays in governments and community services at every level.
  • Work closely with the Marketing/Communications Team to bring the value of Code for America’s brand to Brigades, National Action Teams, and Communities of Practice, and increase visibility and strength of the Network overall
  • Represent Code for America at conferences, events and in the field with the Code for America Network and national Code for All Network, including managing partnership with leaders in other countries that are part of the Code for All Network

About You:

Core competencies

  • 8+ years relevant work experience with increasing responsibility and at least 3+ years as a people manager with successful and effective people management skills;
  • Deep organizing experience with grassroots networks, chapter models, a worldview about how impact happens through people power, including experience with and an analysis of how to organize people at scale in a diverse and inclusive way;
  • Strong ability to unite people and develop high performance teams and leaders, with an ethos and set of practices and skills on how to bring out the best in other people, and who can inspires the best in others, is optimistic and driven to create positive change;
  • Ability to pair vision with process and implementation, bringing a blend of strategist and operationalist, including strong process and project execution skills including quick follow-up, and a commitment to follow-through;
  • Compelling communicator with the ability to effectively communicate complex and powerful ideas to a variety of audiences in a way that creates a shared vision and support, communicating with ease in the field and in a Boardroom, as well as an strong writer;
  • Excellent facilitation skills;
  • Willingness to develop a public presence;
  • Fundraising and budget management experience
  • Effective coalition builder and advocate with a well developed practice of assessing the impacts of policies, services and decisions on vulnerable communities; ability to step up/step back
  • Independent thinker with an openness for new ideas and intellectual curiosity, and with an entrepreneurial spirit who thrives in a changing, fast-paced, high-performing organization;
  • Success engaging with stakeholders and organizations across sectors (public, private, nonprofit) and translating for different audiences;
  • Strong political acumen and influencing skills for working with senior government officials, civil servants and volunteers;
  • Comfortable with conflict resolution and upholding the Code for America Code of Conduct
  • Ability to take on 40%  travel.

Bonus Experience

  • Experience in the technology or civic-technology fields with a perspective on the role digital technology can play in helping make government work better;
  • Experience working with product and technology teams, or other cross-functional teams;
  • Formal DEI training;
  • Experience with coalitions, participants or leading coalitions;

  • Compensation: Code for America’s salary bands are transparent internally as a part of our commitment to diversity, equity, and inclusion, we extend this to our hiring process. This role at this level is ranged from ($151,300 – $204,700) in yearly salary. As a part of our equitable hiring practices, we aim to target the midpoint of the 2nd quartile of the range for all new hires. That target for this role is $171,325. These ranges and the target are for the San Francisco/ Bay Area market and subject to adjustment for cost of living differentials. The largest cost of living adjustment is 15%.
